Moving for the Disabled in Israel – a Challenge Not Everyone Sees
For most people, moving is a tiring and complex process. But for people with disabilities, moving can become an exhausting journey of bureaucracy, inaccessibility, emotional stress, and especially heavy costs.
Disabled people in Israel face challenges every day that other people don't even think about — and when it comes to moving, every small difficulty becomes a significant obstacle.
Not every apartment is truly accessible.
Finding a new apartment is not just a question of price or location. A person in a wheelchair must consider:
Is there a working elevator?
Are the door openings wide enough?
Is the bathroom adapted?
Is there accessible parking?
Does the entrance to the building include stairs or dangerous slopes?
In practice, the supply of accessible apartments in Israel is still very limited, which prolongs the search process and makes it difficult to make a quick decision.
The transition itself can be dangerous.
Packing equipment, dismantling furniture, and lifting heavy loads are not possible for many people with disabilities. Even simple tasks like organizing boxes or moving items around the house can cause pain, falls, or injuries.
Therefore, people with disabilities need a sensitive, professional, and customized transit service — one that understands that it is not just about transportation, but about maintaining safety, independence, and quality of life.
The bureaucracy never stops for a moment.
Moving in Israel involves countless forms, address updates, coordination with National Insurance, health funds, nursing care companies, local authorities, and accessible transportation services.
For a person who is already dealing with a medical or physical limitation, this preoccupation creates enormous emotional burden and frustration.
The costs are higher.
Many disabled people are required to incur additional expenses:
Special transportation for medical equipment
Dismantling and assembling accessibility accessories
Adjustments in the new apartment
Professional guidance or personal assistance
Temporary storage solutions
Sometimes, moving for a person with a disability costs tens of percent more than a regular move.
Moving should be more humane
Behind every move there is a person. And when it comes to people with disabilities, sensitivity, patience, and personalization are not an “extra,” but a basic need.
Businesses and transportation companies that understand the real challenges of disabled people in Israel can turn a difficult and stressful experience into a much safer, more respectful, and more pleasant process.
Because moving shouldn't be a struggle. It should be a new beginning.

My name is Dolev Buhbut, 35 years old, Identity number 30513188, recognized as 100% disabled and for years I have been dealing with severe medical and functional limitations, including a severe sleep disorder (DSPS), which has dramatically affected my ability to integrate into regular study and employment settings.
In recent years, I have been waging a long struggle with public institutions, employment, and higher education, after repeatedly encountering inconsistencies and barriers that effectively prevent me from integrating equally into society and the labor market. I have turned to the Equal Rights Commission for People with Disabilities, the Council of State, members of Knesset, public committees, and media outlets, after finding myself repeatedly rejected despite genuine attempts to integrate and work.
At the same time, my housing and financial situation became impossible. Both my applications for public housing and my applications for increased rent assistance were rejected, even though I have been living for almost two years without real housing stability, moving from place to place and from assistance to assistance, and under threat of being homeless and evicted almost every month.
Despite medical documents, opinions, evidence of financial hardship and a real risk of eviction, the Housing Ministry committees rejected my requests with only general justifications, without giving any real consideration to the complexity of my situation and my inability to achieve basic stability.
I am turning to you for assistance, guidance, or legal and public guidance, out of a feeling that I have been left without a response from the systems that are supposed to protect people in my situation.

Subject: Ongoing systemic discrimination against a person with a functional disability - de facto blocking of the possibility of integrating into studies and work.
My name is Dolev Buhbut, 35 years old, a person with a documented medical and functional disability, who has been dealing with Delayed Sleep Phase Disorder for years (on which I can expand and attach a medical document with a request for adjustments from a sleep specialist) along with other medical difficulties recognized in the medical and welfare systems in Israel.
I am writing this letter with immense pain, after years of exhausting, humiliating and unimaginable struggle against state systems, educational institutions and employers - a struggle that has effectively become the denial of my basic right to live with dignity, to education, to livelihood, to rehabilitation and self-fulfillment.
Despite countless attempts to integrate into society, work, study, and become a full-fledged caregiver - I repeatedly encounter the same impenetrable barrier: a consistent refusal of entire systems to recognize that not all humans are capable of functioning in a standard morning setting.
For years, I have approached hundreds of employers in the fields of mental health, youth at risk, welfare, and therapeutic education - fields in which I have already worked in practice, contributed, and gained significant experience and warm professional recommendations. I work with youth and mental health out of a true sense of mission, a deep love for the world of therapy, and a sincere desire to help people in terminal situations.
Alongside this, I received clear recommendations for social work studies and therapeutic roles, which attest to my interpersonal, emotional, and professional abilities.
And yet, time after time, the mere fact that I need an adjusted schedule due to my disability has become the reason why I am not accepted.
This is not an isolated incident. This is a deep, broad, and ongoing systemic pattern.
I contacted the Equal Rights Commission for People with Disabilities regarding the enormous scope of employment discrimination I experience from hundreds of employers, and the issue is being addressed, but in the opinion of my volunteer attorney from the Bar Ilan clinic, unfortunately
The discrimination is "legal" in her opinion due to a dry law that says that the job also requires a few mornings alongside evening shifts, which are the absolute majority of the actual work (and therefore I do not meet the "conditions of the job") (No job in the field, or in general, allows such complete flexibility for evening hours only, I checked it. Only work as a private therapist - which I cannot access due to my blockage from higher education.
In addition, I personally contacted the Council for Higher Education in an attempt to find an accessible course of study that would allow me to study social work and become a certified therapist. My inquiries were also joined by a volunteer from the Bar-Ilan University Legal Clinic, who sent the Council a formal legal request - but here too I encountered almost complete disregard, a lack of solutions, and an unwillingness to deal with the issue itself.
As of today, the only practical option available to me to acquire an academic education and advance professionally is through evening tracks for social work studies in ultra-Orthodox frameworks only.
This is not an ideological choice, but a necessity that stems directly from my medical and functional disabilities.
Among the institutions I contacted (in addition to all the regular academic institutions in Israel that teach social work in the morning hours and firmly refused to examine any suitability whatsoever):
1) Bnei Brak Haredi College
2) Strauss Campus
3) Ashkelon Academic College
These are institutions that operate under direct or indirect public recognition, supervision, and funding.
Despite the existence of exceptional mechanisms and permits that in certain cases allow the admission of students who do not fully meet the normal framework conditions - I was rejected time and time again almost outright, ignoring the exceptional circumstances, the documented disability, and the legal and moral obligation to examine accommodations.
The absurdity is even more serious because in Israel there is currently no accessible secular evening track for social work studies, despite the huge and ongoing demand for such tracks.
For example, the Ono Academic College has been working for years to obtain approval to open an evening track in the field, but according to the publications and information presented to me, these requests are repeatedly rejected by the Council for Higher Education.
The actual result is an unimaginable reality in which a person with a significant functional disability, who simply wants to study, work, and contribute to society, is left without any truly accessible path in the country - this is a systemic failure.
The state constantly talks about “integration”, “inclusion”, “rehabilitation”, and “equal opportunity,” but in practice, when a person with a disability who is not “convenient to the system” asks for a real opportunity, he discovers that the system knows how to talk about inclusion much better than it knows how to implement it.
In practice, I am being punished for the mere existence of a medical disability that is beyond my control.
The real meaning of this conduct is not just bureaucracy or “inconvenience,” it condemns people like me to a life of exclusion, poverty, dependence, survival, and despair - despite a strong desire to work, learn, rehabilitate, and be an active and contributing part of society.
When it comes to public institutions, budgeted bodies, and systems operating under state regulation, the obligation to examine accommodations and avoid discrimination is not a “gesture of goodwill.” It is a moral, public, and legal obligation of the highest order.
I am addressing you not only on my own behalf, but on behalf of every person with a “transparent,” chronic, or non-standard disability, who finds himself excluded time and again from the higher education system and the job market - simply because he does not fit the narrow mold that the system is willing to accommodate.
I demand a real, deep, and courageous examination of this issue, in the field of higher education, in the field of employment, and in relation to defining reasonable accommodations for people with chronic sleep disorders and similar functional disabilities.
Continuing to ignore is not neutral. It destroys lives.

I suffer from several chronic illnesses and take medication on a regular basis.
I should note that due to my physical disability, I have great difficulty physically reaching pharmacies to purchase medications and almost always order online.
However, in the last two years, it has happened quite often that medicines are suddenly out of stock and cannot be ordered - and these are quite common medicines, not rare medicines.
I don't know what caused this situation - because of it I have already been hospitalized several times in a situation where I could not take my medication when the medications could not be ordered.
I should note that I live on a very low income - a disability allowance from the National Insurance Institute. For this reason, I am unable to order the medications from private pharmacies that do not have an arrangement with the Clalit Health Insurance Fund.
All my attempts to get some kind of explanation for this situation from the General Health Insurance Fund or the Ministry of Health were always met with complete disregard.
I'm trying to figure out what can be done.
Critical drug treatment for chronic patients is not something to be trifled with.
